Favourite Tom-era Enemy?

I'm sure this has been discussed many times, but which is your favourite Tom-era enemy?

This is setting aside whether the story itself is a good one, or any other contributing elements -- just the best enemy in their own right.

There could be ways around his apparent demise at the end of the story. We shall have to see.
Very few villians were able to go toe to toe with Tom's Doctor.

Plus, Scarlioni was scattered through time, so the Doctor could always meet a 'past' him in some historical era.

It must be said, Julian Glover is a terrific actor. Good in most things. He might even have made a good Dr Who himself once upon a time. Simon Callow, too.
