I think we can say that even Tom's worst was better than any of the ones that followed, minus a couple of Colin Baker's.

I'd have to agree with that sentiment, more or less. His tenruee was the mid-away point for the classic series, and his stories always seemed to feature some rather original ideas behind them, and interesting characters to boot. His weakest story-which is being determined by this topic-was miles more interesting than much of the 80s serials that followed. The question is-does Tom's stories stand up to modern-day Who with their flashier Doctors etc? I say a resounding YES!
