Hi Tom,
Surely the most bizarre merchandise of all were the Fourth Doctor Underpants of 1980. Mind you, on Christmas morning 1980 I would have liked nothing better than to whip on a pair as soon as i got up. Alas, it was never to be. I only ever got big piles of the boring white ones. The Dr Who ones would be no good to me now though, I would just burst through them! Had the range taken off, we may even have seen Romana pants .....or even Adric pants. Wow!
Outside of the pants, have you ever endorsed or witnessed any merchandise that could be considered stranger than that? i.e. Fourth Doctor Fishnets.......or Leela Loincloths maybe.

I have seen cuddly toys claiming to be me and which had squawkers inside for dog lovers. And little statues with red night lights for those who wanted to paray to me or sacrifice things to me.
